CPU Usage 100%, but processes don't add up to 100%

My computer occasionally gets very sluggish (like right now), and in those moments, my Anvir system tray icon will show CPU usage to be at 100%. Yet when I "click for monitoring," it only shows me the top offending processes adding up to like 37% CPU usage. When I open up the main Anvir program, and look at all the processes, the CPU usage does NOT add up to 100% or anywhere near 100%. What's going on? Are there like system or hidden processes that are allowed to use CPU cycles without reporting them? Are these services instead of processes? Sorry if that displays my ignorance, but I simply want to know what program is responsible for eating up my CPU processing power so I can terminate or adjust the preferences of that program. I would appreciate any information that would help me, and others in my situation, find the culprit and eliminate it, and regain our CPU and once again have our computers operating at a reasonable speed.
